Uttar Pradesh introduces standardized building bylaws for industrial development

All industrial development authorities in Uttar Pradesh will soon follow a unified set of building bylaws and regulations. With a growing focus on industrial development across the state, the government recognizes the need for consistent rules and guidelines for construction activities.


The department of infrastructure and industrial development, responsible for allocating land parcels to investors, is working with eight different industrial development authorities. These authorities manage the aggregation and development of large land tracts throughout the state.


Currently, building bylaws differ significantly between authorities. For example, some offer a floor area ratio (FAR) of 1.5, while others allow more vertical development with an FAR of up to 3.5. FAR is a key factor in decision-making as it dictates how much of a land parcel can be utilized for creating usable space.


Similarly, the ground coverage ratio, which regulates how much of a plot can be built upon versus how much must remain vacant, is crucial for investors seeking land. 


As a first step towards standardization, the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA), which is still in its early stages of awarding industrial land, has decided to adopt the bylaws established by the Greater Noida Industrial Development Authority (GNIDA), replacing those set by UPSIDA.


Officials from UPEIDA explained that GNIDA’s bylaws are more robust and better suited for modern industrial needs. "Some of UPSIDA’s rules have become outdated, as they were designed for plotted development, whereas today’s demand is for flatted development," a senior official said. They also noted that GNIDA does not permit the compounding or regularization of unauthorized constructions.


As the issue gained attention, senior government officials decided to bring in experts to create a uniform framework for industrial growth across the state. Principal Secretary of the Infrastructure and Industrial Development Department, Anil Kumar Sagar, mentioned that *Invest UP* has been tasked with reviewing the building bylaws of various industrial authorities, and a final decision will be made once the review is complete.


Similar to the housing department, which has developed a unified framework for construction activities under 29 housing development authorities, the industrial development department is also expected to establish a common code for the eight industrial authorities. 


In addition, a single online building approval system will be introduced, modeled after the system used by the housing department, to streamline the approval process for building plans submitted to industrial authorities.
